This proposal seeks community consensus on two items needed before work on Milestone 1 of the Xi'an proposal can begin:
- Radix Foundation approval of a $50,000 USD-equivalent grant (paid in XRD) to fund the project kickoff and Apache 2.0 licensing of the hyperscale-rs codebase.
- Ratification of the high-level staking and topology model proposed for Xi'an (described in the Technical Appendix of the proposal PDF), so that Milestone 1 implementation isn't blocked on parallel debate of the model.
Both are gating items for Milestone 1.
Why is this being sought directly from the Foundation?
The remainder of the Xi'an project (Milestones 1-6) is intended to be funded through the broader community process - likely a combination of DAO Treasury funding and any co-funding arrangements that emerge alongside it. It has been indicated that DAO setup may take at least another two months.
This $50K kickoff grant is being sought directly from the Foundation so that work on Milestone 1 can begin immediately.
What about RDXH co-funding?
A business case is in front of RDXH for them to co-fund a portion of the broader project. They have engaged constructively, but their board have indicated any decision will take at least another two months to work through their corporate governance process. That timeline doesn't align with the need to start Milestone 1 work promptly.
On the staking model ratification
Milestone 1 implements specific shuffling, topology, and consensus-seat rules. The work cannot responsibly begin while those rules are still in open debate. Ratifying the high-level model now - at the level set out in the Technical Appendix - allows implementation to start immediately on acceptance.
What is being ratified is the shape of the model: the node-as-seat paradigm, equal-weight consensus, random validator shuffling, the two-stream reward structure, and the no-slashing position. Specific numerical parameters - stake amounts, shard sizes, shuffle percentages, reward curve constants, epoch length, unbonding duration - are deliberately not part of this ratification. Those remain governance-set parameters, open to ongoing debate and tuning.
What this grant covers
- Kickoff of Milestone 1 (as described in the proposal schedule) allowing work to start on adaptive sharding, validator shuffling, virtual nodes, and broader testing initiatives.
- Apache 2.0 licensing of the hyperscale-rs codebase, converting an existing proprietary codebase into a open source asset upon payment.
