GP-PRE-1 — Constitutional Ratification of the Governance Framework
Proposal ID GP-PRE-1 · Category Constitutional · Change Classification Major Author Transition Radix Accountability Council · System Consultation V3, pre-formation Thresholds (DAO Parameters §3A.1): quorum ≥ 10% of eligible voting power; approval ≥ 66% YES of Decisive Votes; Minimum Affirmative Support ≥ 3.5% of eligible voting power in YES (§3.3A).
1. Operative clause
The community constitutionally ratifies and adopts the documents listed in §2, at the versions and content hashes there stated and signed with the certificate identified in §2A, as the governance framework of Radix DAO LLC: the Charter as the DAO's governance constitution, and the remainder as its operational policy library.
This is the community act referred to in Operating Agreement Schedule 5, condition 6(b). On formation, the Company ratifies, adopts and gives legal effect to this vote and to the version of the framework it approves — OA §11.1A (recognition of pre-formation ratification), §11.1 (Charter), §11.2 and §11.5 (subordinate governance rules).
2. Ratified manifest
Each document is published to the Official Venue as a signed PDF. The SHA-256 recorded below is the SHA-256 of that signed PDF and is the definitive identifier of the ratified version. File paths identify the source document in the governance repository. Where the repository source and the signed PDF differ, the signed PDF governs.

2A. Signing certificate
The signed PDFs in §2 are signed with a single self-signed certificate created by the Transition RAC. That certificate is ratified with the manifest: this record is what binds the key to the Transition RAC.

A document whose signature is absent, invalid, or chains to any other certificate is not a ratified version, whatever its SHA-256.
2B. Where to find the ratified documents
The signed PDFs listed in §2 are published to the Official Venue, https://radixdao.org, and mirrored in the governance repository at https://github.com/RadixDAO/governance-framework under signed/. The Official Venue is the parameter recorded in the On-Chain Identifiers & Verification Policy §3 — item 7 of the manifest above.
To verify any document in §2:
- Obtain the signed PDF from the Official Venue.
- Compute its SHA-256 and compare it to the row in §2 —
sha256sum <file>, orGet-FileHash -Algorithm SHA256 <file>on Windows. - Confirm the signature chains to the certificate in §2A, matching it by fingerprint, not by name.
A copy obtained from any other source establishes nothing until it matches both a §2 hash and the §2A certificate.
3. Effect on passage
- The documents in §2 are the community-ratified governance framework, satisfying Activation Condition 6(b).
- The Transition RAC adopts the same framework by unanimous written resolution in connection with formation (condition 6(a)) and publishes it to the Official Venue (condition 6, evidence (c)).
- The Transition RAC proceeds, under its existing mandate, to form the Company carrying this framework.
4. What this proposal does not do
- It does not form the legal entity. The establishment mandate is already held by the current RAC and is not re-sought here.
- It does not activate the DAO. After formation the Company is member-managed (OA §8.1) and community governance is advisory (OA §§5.8–5.9; Charter §4A) until the Activation Vote (GP-ACTIVATE-1) passes (OA §§5.7, 8.8).
- It confers no new authority on the RAC.
5. Required proposal content (Proposal & Voting Framework §5)
- Rationale. The framework must be ratified before the Permanent RAC election, because that election runs on the ratified Elections & Role Governance Policy. Ratifying before formation removes the sequencing problem and lets the Transition RAC form the Company already carrying a community-ratified framework.
- Expected outcomes. Condition 6 satisfied and recorded; the framework published to the Official Venue before formation; GP-ELECT-1 able to proceed.
- Risks and trade-offs. Failure to reach 66% / 10% — mitigated by the Temperature Check period. Conflation of ratification with activation — addressed in §4. Late changes to the framework after ratification — handled under the Governance Maintenance & Upgrade Framework and, for entrenched provisions, OA §12.2.
- Conflict of interest. Inherent founding conflict: the Transition RAC authored the framework it asks the community to ratify. Mitigated by the public Temperature Check, the community's ability to reject, and §4 (no new authority conferred).
- Budget / execution plan. None. This proposal moves no funds and requires no on-chain execution.
6. Voting options
- YES — Ratify and adopt the documents in §2 as the community's constitutional governance framework.
- NO — Do not ratify. The framework is not adopted; the standard cooldown applies before resubmission.
- ABSTAIN — Counts toward the 10% quorum; excluded from the 66% approval calculation; does not count toward the Minimum Affirmative Support floor.
Pre-formation constitutional ratification, taken on the community's Consultation V3 system. Result determined arithmetically from the record of that system by applying DAO Parameters §3A.1, and published ministerially by the persons named as Transition RAC in Operating Agreement Schedule 1 (Proposal & Voting Framework §6.5).
