Radix Works have been dumping XRD and so kept downward pressure on XRD price in the markets at a time when the survival of the network is in question.
This damages the radix network. There is no upside to the network.
The network validators might be able to burn these tokens or deactivate the account(s) holding them in order to take them out of circulation in order to end this destructive pressure on price.
